Dear Jon: If both testicles are twisted resulting to both testicles being non-functional (testicles are the organs producing testorsterone, hormone responsible for penis size), especially when this will happen before a boy reaches puberty, then yes, there is a possibility the penis will not grow in size. I do not know of any STDs though, that will affect penis size. I hope this helps.
