Dear Jack: Phimosis is a condition in which the penis foreskin cannot be retracted over the head of the penis. It can be pathological and may arise due to balantitis ie the inflammation of the glans penis, or due to unsually tight skin physiologically in childhood which leads to the fusion of the foreskin and the glans. If this is creating a problem then there are both pharmacological as well as surgical options to correct it. The easiest way is stretching of the foreskin manually or with balloon devices. Steroid creams applied to the area have also shown to help. If this does not work then the surgical method is the next step in which circusciosion or a slit like cut is made to relieve the skin .
