Question about OCD

Dear Ask The Doctor: Hi, I have a sister that I think may be suffering from OCD, I need to know if people can have ocd with a person rather than actions or things, she talks about this person all the time (the persons our other sister) she has to be by her all the time she constantly calls or texts her, right now she is diagnosed with anxiety but I have seen trough this act many times so I don't believe thats what it is. she also obseses over my friends enough that she steals my phone so that they answer her phone calls. shes 12
