Babies second UTI

Q: Hi, my daughter who is now 9 months is on her second uti, which the pediatrician didn't believe me and thought it was unnecessary to catheterize her when to her she had no symptoms. Of course we did it and she does have another one. The Pediatrician and nurse were having trouble inserting the catheter because some of her vaginal skin has attached to each other. She had the vcug and other ultrasounds when she had one at 6 weeks and nothing was to alarming at the time, the urologist just said to come back in a year. My question is..is it possible that she could have some sort of reflux now? Or could something be wrong with her kidneys? Also leading up to this uti she had a horrible diaper rash that could have only been caused by her urine. Do any of these things make you think I need to take her to a specialist again? If so what do you think could be wrong?
