Brownish-red dotted "rash" on thighs

Q: I have this "rash" on my upper thigh area, I believe it is from friction, but I am not entirely sure. The "rash" consists of brownish-red dots, but the dots are not elevated. The "rash" doesn't itch either, so I wouldn't necessarily call it a rash. Anyways, how do I get rid of this?
