Can breaking my penis at a young aged be the reason for it not growing during puberty?

Patient: I broke my penis when i was 9, and my parents took me to the hospital. I used to live in a developing country, so when i went to the hospital they just pandaged it. I could not pee for a day. During puberty my penis did not grow, but my testicals did. I am 18 now; is there a way to fix my penis and make it grow? Thank you.
