Can I be pregnant even with a negative prenancy test?

Patient : I have been trying to conceive for 2 years now. I had a horrible miscarriage in November of 2013. 5 months ago my doctor put me on Letrozole to help me ovulate. I skipped the letrozole this month. On June 22, I had a period for two days. I usually have one for 5. This week I have had cramping and breast pain. I have taken pregnancy tests and they have been negative. I do not have health insurance anymore so I cannot go back to the doctor right now. Could I still be pregnant?
