Dark spots on skin after ischemic strokes

Q: I girlfriends dad, who lives with us and 61 years old, has been have "mini" ischemic strokes on both sides of the brain and in the center. Among his medications is Aggrenox. They've put some sort of monitor on his chest (looks like a 2"x3" bandaid) that records data I guess. Anyway, he's started to develop dark spots all over his arms and they have spread to his chest and back in the last few days. The 'internet' tells me that may be a sign of bleeding inside the skin. We've called the doctor only to be told they're probably age spots. I'd like a more informed opinion please.
