Fecal incontinent and rectal prolapse

Patient : My problem is not urinal but fecal. I am 21 years old and I am experiencing FI. I have noticed that when I try to have a bowl movement, I can see some part of anal protruding out, especially when I try to force the stool hard. I am now going to bathroom frequently to push out small amount of stool and try to rinse out any fecal matter in my anal area. I also notice that when I sit, I sit on my anus not my butt. Is it called partial rectal prolapse? Is it causing FI? Would Kegel exercise help?
