Female Hair Loss at age 17

Q: I am a seventeen year old girl. These past two years, I have noticed that my hair is very sparse. Any parting is about a finger wide. The partings are very visible. I have done hormonal tests to check testosterone, estrogen and progesterone levels and they're normal. I've been to a hair specialist that is not a doctor, where they used an up close camera on my scalp and the lady told me that I have a lot of sebum that doesn't allow my hair to grow. After this, I went to a doctor to get confirmation, but he didn't mention anything about sebum and didn't explain anything at all. He simply gave me a spray for my hair. I don't know why my hair is so scarce and how I can treat it.
