Finding a prescriber of diabetes medication for mother

Q: My mom is 69 and has been insulin dependent for years. She also suffers a bit from depression and mental instability - was diagnosed manic depressant 30 years ago (was on Zoloft and Lexipro for years and has since stopped taking completely). My dad died 2 years ago and she has become unwilling to go see her general practitioner - in fact, her practitioner "fired her" via certified letter 6 months ago. She is almost out of insulin and has been using her sister's (who also passed away) glucophage (spelling?). Anyway, how do I find a way to ensure she is safe and at minimum gets her diabetes taken care of without having to take her to court and force her? Can I take her to an urgent care and will they prescribe her medication for diabetes?
