How can my Dr. Refuse to change a planned c-section?

Q: Can My Dr. Refuse to change a C-section date?
I am 37 weeks pregnant with my second baby and due to the complications during my first labor we are having a c-section for my second. The planned date is my actual due date which scares me cause I know in my heart I will go sooner and the stress of labor last time nearly killed my now 7year old daughter. I am terribly frightened that we will have the same issues. I know that planning it a week early still does not guarantee that I will not go into labor tomorrow but shouldn't he respect my wishes and change the date to 39weeks vs. 40weeks as he has it now?
