I am 26, I used iv drugs from 17 to

Patient: I am 26, I used iv drugs from 17 to 23. I have many collapsed veins as a result of this my hands are very miscolored and swollen. I had blood work and an echo done but they revealed nothing. Can collapsed veins be repaired surgically or otherwise? And what type of doctor would handle this?
