I broke my right metatarsal 2 years ago I

Q: I broke my right metatarsal 2 years ago. I never went back for the last xray, assuming it was healed since it quit hurting. Two years later I began to have pain in it again after starting a little jogging. I went in and found out the first break never healed. I was put in a walking boot and in 3 months it has not healed. I tried a bone simulator. No different. Now the doctor wants to do surgery. It doesn't hurt when I walk without my boot. I am so hesitant to get surgery and cause pain when I currently have no pain. What are the risks if I don't get surgery?
