I cannot urinate, I slept for 6 hours and tried

Patient : I cannot urinate, I slept for 6 hours and tried to urinate 20 minutes ago when i woke up but couldn't. After doing some reading, I'm worried I did something to my urethra, though I am unsure. I am menstruating right now, so I don't know if I have a problem with my urethra because I get huge menstrual cramps and I can't know if the cramps are actually from my bladder/urethra. Should I see a doctor or should I wait until I get the urgent need to urinate and see what happens? I can't tell if it's an emergency or not.
Symptoms:  A sense of numbness in my vaginal region
