Patient: I have a fractured L5 transverse process and experiencing tingling/chills down sides of my legs. Should I get a second opinion?

There can be associated soft tissue injury along with it such as disc prolapse. You can take a second opinion about it. Rest and Analgesic is helpful in pain relief.
