Is Diabetes causing the blood not to clot?

Patient : My Mom had an IV while in the hospital on Thursday 2/19/15. When they took the IV out, they bandaged it, but it is still bleeding, as of today, Monday 2/23/15. She saw her nurse practitioner today and she bandaged it tightly with an ace bandage. She told her if the bleeding persists, to go to the emergency room, and she thought the arm and had had filled with fluid. My Mom has been complaining of pain around the insertion area. My Mom is diabetic and her sugar level is very high today (175) and I am wondering if that has something to do with the lack of clotting?
Symptoms:  Continual bleeding from and IV incision
