Is dizziness and sleepy cause for Emergency Room visit?

Q: My sister, age 77, is complaining she is dizzy, especially when turning her head suddenly. This past few days, she has been very tired and sleeping a lot during the day. Her blood pressure is 167/80 and her glucose reading is 130. She has thyroid, diabeties, and high blood pressure problems. She says she is alright and does not have the classical stroke symtoms. Should I take her to ER immediately or can this wait 12 hrs and call her doctor tomorrow? She just got a hearing aid to help her dizziness but has not been wearing it...sore.

Symptoms:  Dizzy, sleepy, cannot concentrate
