I understand your concern.
You need to get the bumps examined. They could be due to a local infection from the smegma, could be herpes if you have been exposed to the virus. But more commonly, a lot of males have tiny little pinkish or whitish spots called Fordyce spots which are just enlarged sebum filled glands, and do not cause any harm or does not need any intervention. So if you have Fordyce spots, you can ignore it.
