Low TIBC and its relation to the liver

Patient: Since the TIBC is an indirect measure of one’s transferrin levels, does a low TIBC (at the bottom of the range) with normal or low serum iron, always point to a liver issue since most transferrin is made in the liver?

 

 

Symptoms: It’s been low all year and I had no obvious symptoms of a low TIBC.
