Lump gone smaller but still need surgery?

Q: What does it mean if the lump in my baby's forearm is getting smaller

Symptoms:  In July last year, I found on my 2year old son, a small moveable lump about 1cm long just below the skin across his inner left forearm. Over the next few months, it grew bigger very slowly to 3cm long and moved down the arm. In January this year, it suddenly became very big about 5cm long and bulged up. A few days ago, it's become very small and about 2cm long.
