Lumps under skin along shin bone

Patient : I have several small lumps along the base of my shin underneath my skin. They are kind of hard and are very easily moved around. They sometimes feel like they are pressing against my shin bone making that area feel a little uncomfortable. I have pointed them out to my doctor and he said they are probably just sebaceous cysts and I have nothing to worry about, but they seem to be getting more numerous and a little bigger. Is he correct, or should I be concerned?
