Miscarriage Diagnosis

Patient : I recently found out I s pregnant (about 5-6 weeks)I had been spotting prior to finding this out for about a week, a few days later I began cramping and spotting more heavier but not really bleeding. I went to the ER and had blood work done which indicated that my cervix was still closed and my hormone levels were normal (48166) but to come back in 2 days for another hcg test. I went back and they told me my hcg level had dropped instead of doubled and that I would have a miscarriage and to just wait it out. Well the cramping and spotting has stopped and I have yet to see any blood consistant with a miscarriage, I'm not sure what is going on so my question is am I having a miscarriage or is my baby going to be fine and what should I do?
