My Husband has been unable to pee for about two

Q: My Husband has been unable to pee for about two weeks now and when he first went to the ER It was a Urinary tract infection and he was given antibiotics Cipro and he was fine for a day or so until the symptoms came back and he went to another ER and they gave him different antibiotic call sulfate trimethoprim 800/160 mg and he is still currently taking those and was given pain pills called phenazopyridine 100 mg and took for 3 days. The ER referred him to an Urologist to have his prostate checked yesterday but everything was fine. He is still having the same symptoms to where he feels he has to pee every five minutes but nothing comes out and he strains. I really need to know what to do next and where to take him?
