Non union of fracture

Q: Hello,
I had had a fore arm fracture 18 months back. It was treated through surgery using plates and screws.The plates were to be removed after 2 years,but the recent X-ray report shows non-union in one bone while other one is fully healed. What could be the reasons for such occurance. And what can be done now, i wish to avoid multiple surgeries.

Symptoms:  X-ray shows non union, frequent stiffness in arm
