Numbness in right arm

Q: I have heard that if your left arm is numb, possibly a heart attack, but what if my right is num and heavy, and short of breath? Shortness of breath have restored to normal. I had a stroke 5 years ago (TIA-Transient ischemic attack) and the only thing that did not return to normal was my voice, now my voice is getting more rugged, and heavy like a man voice, I know the change. Should I go to the emergency room right away? I have no insurance, trying to avoid the hospital, but if necessary I will go. Also can this type of stroke return with a vengeance? (Cause of death)
