Pustules on penis - cannot be STD

Patient : There are two to three small white pustules (or something that looks like that) on the bottom side of my penis. They are non-tender, non-painful. They've been there for as long as I know. They don't come and go. They're constantly there. I wash the area really well in hopes that they would go away. I have never had a sexually transmitted disease, nor am I sexually active (nor have I ever been sexually active). I am uncircumsized. I'm not taking any medications, and have never had any problems down there. I have attached pictures of them on my penis.
