Recurring genital symptoms

Q: Hi there. I have had recurrent symptoms almost every weeks for the past 8 years. Tingling, redness, burning of penis and acne looking spots on buttocks. I now have noticed I have lower back pain (left side on only) each time I have these symptoms. Generally symptoms last for 2-3 days and recur with stress. Steroid creams used but no difference. I have had at least 4 type specific blood tests (Elisa) and in a western blot blood test (over several years), all negative. I have had a swab of the redness on penis, came back negative. This sounds like herpes, but results are confusing. Any thoughts? Anything else this could possibly be? Am I not producing antibodies for the blood test to pick up the virus?
