Red bumps on neck

Q: Hello
An year and a half ago, I got these red bumps on both sides of my neck- no itch, not cysts, small slightly raised bumps.I went abroad,I stopped using all kinds of cosmetics on the area and they slowly(it took about 8 months) went away. Now I'm back in the US and the bumps reappeared ONLY on the right side of my neck. I still don't use any creams or lotions, or soaps there. Just wash with plain water. They seem to be better in the morning and worse in the evening. I saw a dermatologist some months ago, before they disappeared, and she didn't give me any diagnosis. I'm reluctant to wait for a month for another (probably pointless) dermatologist visit. If you'd be able to help me, I would greatly appreciate it. Thank you for your time.
