Refused Prescriptions

Q: My doctor refused to refill my birth control prescription if I didn't have a pap smear. I didn't like being given that sort of ultimatum so I just decided to go off birth control. It helps with my periods but otherwise there are other methods of birth control so whatever. But now she's refusing to refill my prescription for depakote which I take for my severe depression, borderline bipolar symptoms and it helps to curb my suicidal thoughts. Can she do that? I have my own reasons for refusing to have this done and I don't think she should be able to force me into it like this. I'm really scared though because I can't wean myself off this medication, its too dangerous and I don't have enough of the medication to do it anyway. I just don't know what to do and I'm really starting to freak out.
