Renal Function in Diabetes

Patient : My father has diabetes. His microalbumin/creatinine ratio is 2050.5 mcg/mg and his microalbumin urine test result is 1740.9 mg/L. Isn't that outrageously high? His urine creatine is 84.9 mg/dL. Unfortunately, he cannot take ACE inhibitors since he is allergic to them. He is taking his insulin as directed and he exercises daily for at least 30 minutes (fast walking). He is working on his diet. His A1c is 8.5. I know he has to lower his A1C by more insulin adjustment and cutting out more carbs, but I'm worried about his renal function. What else can he do?
