Q: Scrotum tingling and in almost constant movement

It feels like it's the skin itself (the tingling) and not the testicles, though it LOOKS like the testicles are adjusting themselves. It's almost like a "roiling" feeling.
There are no other symptoms. No fever, the testicles are not sore, no discharge, the penis itself feels some movement, I can urinate just fine,though I guess I could say the tingling on the scrotum occasionally feels like a slight burning). Please advice.
