Secondary adrenal insufficiency

Patient : I had low cortisol levels and low ACTH levels so endo decided to do an ACth stim test. i got a kenalog shot for heel pain and then ahd stim test done 18 days later. cortisol was 2.4 acth was 6 30 minute draw was 9.6 60 minute draw was 11.3 test specifically stated it was looking for a level of at least 20 or greater i was diagnosed with secondary adrenal insufficiency. what are the chances that the kenalog shots i got in each heeltlly skewed the test---even though cortisol and ACTH were both low before the shot.
