STD or oddly timed skin condition?

Patient : I messed up and had unprotected sex about 11 months ago. After a month and a half I noticed 3 small flat blisters appeared on my penis glans. They don't itch, don't contain any liquid and have never changed appearance. I've had them for almost 10 months now and they remain unchanged. Also, about 5 months after those appeared I noticed a slightly different looking rash at the bottom of the shaft. These spots are harder to see as they appeared as just lightly colored spots until they started to scab a bit. These may have been there previously but was covered by hair (i trimmed it back for picture) but they have definitely gotten more noticeable since then. I first noticed them because the spot began to itch a bit now and then. I am planning to get checked out as soon as my new insurance starts but I thought I'd ask as it may be a bit still. Any help and advice very appreciated. Pictures are added.
