Stretched skin, tight tendon right under foot

Q: I have begun to feel a strange sensation of stretched skin under my right foot, at the front of the arch, towards the instep. I see no injury there and there isn't even a callus. It is emphasized by rotating my bare foot, like dancing "the twist", while the ball is on the floor. I weigh 280 lbs and am terribly flat-footed. If I press my thumb into the affected area it produces mild pain and I can feel what seems to be a tight tendon right in that spot. What is this? Do I have anything to be concerned about?
