Swelling on the penis, right behind the head?

Patient : Good Morning, I am writing you this morning as a very concerned mother of an 11 year old little boy. In fact, I have two young boys (ages 11 and 12), and as boys tend to do, they both tease one another very much. My oldest son was a very early bloomer, as he had a full bush before the age of 9 and was rather large for his age... Actually, very large for his age. On the other hand, my 11 year old is more on the "normal" end of the spectrum for his age, and is rather small down there. Talking with my boys before school this morning, I find out that my oldest son had been teasing my younger son about being so much smaller than him, and this led my younger son to go into private and "masturbate" (if you can even call it that, as I'm sure he had no idea what he was doing). My young son was doing this in hopes of making his penis larger (Bless his heart), and because I'm sure he done it too hard and/or long, he has caused his penis to swell rather large, and in a rather weird way. His penis is larger than it usually is, but it is like a swollen ring right behind the head of his penis. Can you please let me know if this swelling is normal and will go down on its own, or if this is something that I should take him into the ER for? I Appreciate all of your help.
