Tilt my foot outward when running causing knee pain

Q: I am a runner. When running and walking, my right foot tilts about 35 degrees outward. I knee does not go outside my toes and im not running on the outside of my foot so i do not think its a hip problem, but it is causing my arches pain and causing my knee to sink inwards causing pain.

Symptoms:  Knee pain, arches hurt, hip pain
