Unrecognizable Face Bumps

Q: I have had facial acne for quit a while, I had pimples when I was younger and blackheads. The whiteheads have gone away but there are plenty of blackheads and some sort of acne I've never seen on another human being. I'd say I'm an attractive guy, but up close I look pretty beastly. I've provided an image of my cheek, where it seems to be covering most. It's pretty much everywhere on my face besides my forehead and nose, and it spreads down to my neck. I'd love to know what this is so I can get it treated properly. I went to a dermatologist once already and he never identified it, and prescribed me ineffective medicine. If anyone can detail me what this is, It'd be greatly appreciated. Thanks in advance.
