Urinary tract infection that won't go away

Patient : I have had a uti for about 5 weeks now. I have been to urgent care twice and my doctor twice, been on 3 antibiotics and it still won't go away. I am in a lot of pain and discomfort. Should I try going to the er or wait to see my doctor? Also I have an appointment for a pap smear/ pelvic exam but it is not for about a week so should I just wait until then?
Symptoms:  Urgency, burning while urinating, lower abdominal pain, chills but no fever.
