What are these Frozen Goosebumps!?

Q: What are these white little bumps? They look like goosebumps but white and if I ich them they stay there... I am a darker skin color and it really show... I also have a Korean friend that gets them to!!!!

As per details, the most likely possibility for your symptoms is a condition of skin called Milia. These are completely asymptomatic or mildly itchy. Milia are keratin containing cyst.
They usually involve face but can occur on any part of body.
Various treatment modalities are available including Radiofrequency, chemical cauterisation using Trichloroacetic acid or potassium hydroxide or phenol or Needle extirpation.
Visit your doctor so that he can examine you.
