A cbc is a complete blood count which checks the levels of the various cells like hemoglobin , leucocytes ie white blood cells etc in the blood. A low CBC means that either on or all of these cell lines are decreased in numbers. This could be known as anemia ie low hemoglobin levels ie the oxygen carrying cells in the blood or leucocytopenia ie low levels of White blood cells. Each of these conditions can lead to different symptoms like tiredness, shortness of breath or increased susceptibilty to infections. You need to be more specific on which cell count is low. Talk to a physician in person for a more detailed follow up plan. I hope this helps.
